Das Instrument kombiniert einen standardisierten Fragebogen mit moderierten Fokusgruppen-Workshops, um sowohl quantitative Einschätzungen als auch qualitative Einblicke von KRM-Akteur*innen zu erfassen. Dieses methodenorientierte Policy-Paper beschreibt die konzeptionellen Grundlagen, das Design sowie die Anwendung des Instruments und liefert Informationen zur Implementierung in unterschiedlichen Kontexten. La Herramienta de Alcance para la Gestión Integral del Riesgo de Desastres (IDRM Scoping Tool, por sus siglas en inglés) es una metodología estructurada diseñada para evaluar la viabilidad, brechas y oportunidades de integración de los sistemas de gestión del riesgo de desastres (GRD) en múltiples dimensiones. La herramienta combina un cuestionario estandarizado y talleres facilitados con grupos focales para captar tanto valoraciones cuantitativas como percepciones cualitativas de actores clave en la GRD. Este documento metodológico y práctico presenta los fundamentos conceptuales, el diseño y la aplicación de la herramienta, al tiempo que ofrece orientaciones para su implementación en contextos diversos. La Herramienta de Alcance para la GIRD permite a investigadores, profesionales y responsables de políticas públicas explorar de manera sistemática la integración de la GRD a nivel nacional o urbana, monitorear tendencias en el tiempo e informar mejoras en políticas y gobernanza.
