Sport kann neben der dem Sport inhärenten Entwicklung von Bewegungsfähigkeiten
und -fertigkeiten auch einen Beitrag zur individuellen und gesellschaftlichen
Entwicklung leisten. Zwar gibt es kaum gesicherte empirische Erkenntnisse über
eine einfach zu deutende Rolle des Sports in solchen Entwicklungsprozessen,
aber daraus darf nicht geschlossen werden, dass es diese Beziehung zwischen
Sport und Entwicklung nicht gibt. Unzählige alltägliche Wirkungserfahrungen
zeigen, dass sich Sport in den unterschiedlichsten gesellschaftlichen
Bereichen als (ein) Instrument zum Transport von Werten, Bildungs- und
Erziehungsinhalten erwiesen hat. Warum auch immer: Sport kann bedeutsame
Sozialisationsagentur und Mediator oder Katalysator für persönliche und
gesellschaftliche Entwicklung sein. Die sportbezogene
Entwicklungszusammenarbeit unterscheidet zwei Säulen: Projekte zur Entwicklung
durch Sport nutzen Sportangebote als Motor für individuelle oder
gesellschaftliche Entwicklungsziele, Projekte zur Entwicklung des Sports
fokussieren primär die reine Sportförderung und die (Weiter)Entwicklung von
Sportstrukturen. Sport kann also als sinnvolles Instrument in Projekten der
internationalen Entwicklungszusammenarbeit als legitimiert gelten und wird
durch eine Vielzahl nationaler und internationaler Organisationen seit
Jahrzehnten eingesetzt. Unterstrichen wird diese Bedeutung durch eine
internationale sportpolitische Würdigung des Sports vor allem durch die
Vereinten Nationen. Es gibt bisher keine (wissenschaftlichen) Evaluations- und
Monitoringmethoden (M&E;), die auf die vielfältigen Zielstellungen solcher
Projekte und deren Ergebnisse anwendbar wären. Der Mangel an praxisnahen
Evaluationsinstrumenten führt dazu, dass Projekte in der Regel nur rudimentär
und kasuistisch begleitet werden, ein kritischer Abgleich der Ziele und der
Ergebnisse nicht erfolgt und so eine (nachhaltige) Wirkung der Projekte nicht
gewürdigt werden kann. Die Arbeit analysierte 301 sportbezogene
Entwicklungsprojekte von in Deutschland ansässigen Organisationen aus dem
Bereich des Sports und der Sportwissenschaft, von Stiftungen und von
Regierungs- und Nicht-Regierungsorganisationen im Hinblick auf Zielstellungen,
Zielgruppen, beteiligte Entwicklungsländer, Ressourcen und Organisation und
Handlungsmuster. Zu Zielen und Regionen konnten eindeutige Schwerpunkte der
Projekte herausgearbeitet werden. Für die Zielgruppen war dies aufgrund von
Abgrenzungsproblemen ebenso schwierig wie für die Ressourcen. Für die
Organisationsformen und die Strategien hingegen konnten Kerngruppen
identifiziert werden. Deutlich geworden ist auch, dass trotz der Vielzahl der
Akteure aus Deutschland eine Vernetzung auf nationaler Ebene nicht gegeben
ist; auch eine Vernetzung mit internationalen Akteuren ist nicht zu erkennen.
Schlussfolgerungen sind daher unter anderem die Forderung nach praxisnahen
M&E-Instrumenten; und einer Projektdatenbank, um Synergien und
Kooperationen auszulösen und Wissenstransfer zu ermöglichen.

Sports do not only develop physical skills and capabilities; they can also
contribute to individual and social development. Although only few empirical
research studies show clear evidence of the role of sports in the development
process of individuals and societies, concluding that there is no such close
link between sport and development would be deceptive. Countless common
effects and impacts experienced in the field indicate that sports can deliver
values as well as educational and pedagogical substance. However, sports can
play a role in development by acting as an agent in the process of
socialization and as a mediator and catalyst. The concept of sports for
development and peace is grounded in two main areas of impact: projects in the
area of “development plus sports“ focus on sports as a tool for developing
individual and societal goals and tasks, projects in the area of “sports plus
development” aim at developing sports structures and enhancing the promotion
of sports. Sports are a reasonable and meaningful tool in projects related to
development and peace, which have been implemented for decades by a number of
national and international organizations. Regrettably no scientific
evaluations and monitoring tools (M&E;) have been designed to evaluate the
various goals of sports for development and peace projects and their outcomes.
The lack of practical M&E; tools leads to only rudimentary monitoring of
the projects. A critical comparison between the intended goals and the
achieved progress is rarely carried out. Lasting impacts and sustainable
effects can therefore not be confirmed. Few projects have been evaluated, but
those case studies are not representative of the entire field of sports for
development and peace. This study aims at analyzing 301 sport for development-
projects of German organizations (sports organizations, sport science,
foundations, governmental and non-governmental organizations). The analysis
focuses on the project’s goals, target groups, cooperating developing
countries, available (financial) resources as well as organizational and
strategic set-ups. The study worked out clear key aspects of the projects in
the categories, goals and involved developing countries/regions. The analysis
of the target groups was difficult due to problems of discrimination among the
different groups. Information about financial resources was only infrequently
provided by the organizations, whereas the analysis of the organizational and
strategic set-ups was successful and lead to the valid identification of core
groups. It became clear that in spite of the large number of stakeholders and
the even larger number of projects, networking on the national and even the
international levels does not exist. The study’s conclusion illustrates the
need for practical, reliable M&E-tools.; It proposes an international
database, which can contribute to synergies and cooperation by submitting and
providing information about projects to other stakeholders.
