This practical handbook on forms of participation in population protection (Bevölkerungsschutz) is aimed in particular at authorities and organizations in population protection. In addition to the forces in authorities and organizations in population protection, we distinguish between three types of volunteers outside of these institutions (often referred to as spontaneous volunteers): 1) integrated into processes of authorities and organizations in population protection, 2) active in intermediary organizations, or 3) self-sufficient (organized) volunteers without direct contact to authorities and organizations in population protection. Based on this typology of volunteering and the corresponding type of engagement profiles, criteria are outlined that can influence cooperation between authorities and organizations in population protection and external volunteers. Finally, four strategic areas for dealing with external volunteers are presented.
Dieses Praxishandbuch zu Engagementtypen in Bevölkerungsschutzkontexten richtet sich insbesondere an Behörden und Organisationen im Bevölkerungsschutz (BOB). Neben (Einsatz- )Kräften in Behörden und Organisationen im Bevölkerungsschutz wird zwischen drei Typen von BOB extern Engagierten (häufig als Spontanhelfende bezeichnet) unterschieden: 1) Engagierte, die in BOB Abläufe integriert werden, 2) Engagierte, die sich über eine Mittlerorganisationen organisieren und 3) Engagierte, die autark – also ohne direkten Kontakt zu BOB – agieren. Entlang dieser Unterscheidung von Engagementtypen und entsprechenden Typensteckbriefen werden Kriterien skizziert, die eine Zusammenarbeit zwischen BOB und BOB-extern Engagierten beeinflussen können. Abschließend werden vier Strategiefelder für den Umgang mit BOB-extern Engagierten vorgestellt.
