Das jedem Herrschaftssystem immanente Legitimationsproblem konnte in allen EU-
Mitgliedstaaten durch die Etablierung nationaler Parteiendemokratien
weitgehend behoben werden. Mit der europäischen Integration ging jedoch die
sukzessive Übertragung unmittelbarer Hoheitsgewalt von den Nationalstaaten auf
Gemeinschaftsorgane einher, die nicht demokratisch legitimiert waren.
Infolgedessen wurde die These vom demokratischen Defizit der Europäischen
Union zum kanonisierten Faktum der Integrationsforschung. Diese verfolgte bei
der Suche nach Möglichkeiten zur Minderung des Demokratiedefizits vielfältige
Wege, vernachlässigte allerdings einen Aspekt: Obwohl angesichts der
nationalstaatlichen Legitimationsvermittlung durch politische Parteien die
Entwicklung entsprechender intermediärer Einrichtungen auf der europäische
Ebene naheliegt, hat die Politikwissenschaft diesbezüglich keine umfassenden
Untersuchungen hervorgebracht.
Um hier einen Beitrag zu leisten, geht die vorliegende Arbeit zunächst der
Legitimationsvermittlung der mitgliedstaatlichen Parteiendemokratien nach.
Indem das dort erreichte Legitimationsniveau anschließend mit demjenigen der
Europäischen Union konfrontiert wird, sollen einerseits Eigenarten der
supranationalen Herrschaftsausübung berücksichtigt und zugleich
Untersuchungskategorien für die nachfolgende Analyse der Möglichkeiten
europäischer Parteien zur Legitimationsvermittlung entwickelt werden.
Zu diesem Zweck sind im Fazit vor allem zwei konkrete Maßnahmen benannt: Die
gegenwärtigen Parteienzusammenschlüsse können durch institutionelle
Voraussetzungen und die Verpflichtung auf geeignete Funktionsbedingungen zu
einer europäischen Parteiendemokratie ausgebaut werden und einen maßgeblichen
Beitrag zur Minderung des Demokratiedefizits der EU leisten.

The persistent legitimacy problem in every EU member state's political system
had been solved by establishing national party democracies. In parallel with
the development of the European integration, however, direct jurisdiction was
gradually transferred from the nation state to the community organs, which
were not democratically authorized.
Hence the thesis of the EU s democratic deficit presents an unchallenged
fact of the European integration research. This discipline concerned matters
including various ways to reduce the democratic deficit, while neglecting one
aspect: Even though political parties at the national level impart legitimacy
and the establishment of appropriate intermediate mechanisms at the European
level would be obvious, this focus does hardly appear to be analyzed in
political science.
In order to make such a contribution, the presented thesis firstly considers
the legitimacy of the party democracies of the member states. Secondly, by
confronting the level of legitimacy of the former with that of the European
Union, characteristics of supranational rule will be taken into account and
research categories for the following analysis of the legitimacy of the
European parties will be developed.
Therefore two specific measures are named: The present party federations can
be developed by institutional conditions and the obligation on suitable
function conditions to a European party democracy and they can carry out a
relevant contribution for the reduction of the democracy deficit of the
European Union.
