This study is a corpus-based critical discourse analysis of the news discourse
of urban planning and development. The corpus is a small special-purpose
corpus, sampling the news discourse associated with the urban processes in
mainstream quality newspapers (MQN) and alternative newsweeklies (AN).
Surface-regular textual features such as frequency scores, collocates and
concordances function as starting points of the qualitative analysis of the
discursive practices that characterize the topic under investigation. The
analysis is organized thematically and it focuses on the occurrences of
keywords including: “development”, “redevelopment”, “growth”, “planning”,
“city” and “gentrification”. This study proves the MQN and AN to be partly
comparable and partly divergent in their discursive construction of the urban
processes, their social impact and the representation of the various groups of
stakeholders. A promotional intent characterizes the accounts of planning and
(re-)development projects in MQN. Such promotional intent is realized by means
of various linguistic practices and inter-discursive relations detected at
various levels of analysis (e.g., lexis, syntax, argumentation structures) and
often draw on the rhetoric of innovation and future and the pressures posed by
the market and the economy. Key terms such as “development”, “growth” and
“redevelopment” show different frequency scores in the MQN, being
“development” and “growth” systematically used to refer to redevelopment
projects. Their higher frequency is correlated to various practices that
contribute to the discursive construction of the urban processes as
unquestionably desirable, and for which the more contextualized meaning of
“redevelopment” is less supportive when compared to the positive connotation
of the core meaning of “development” and “growth”. AN tend to be more critical
in their accounts of urban planning and development; here “redevelopment”
occurs more frequently and in contexts that overtly address its impact on the
affected urban communities. A greater divergence between the two sub-corpora
emerges from the analysis of the occurrences of “city”. Whereas in the MQN the
representation of cities support their conceptualization as commodities, data
from the AN present various re-elaborations of the metaphor “the city is an
enemy” which express antagonism and skepticism for the city governments and
their planning departments from the residents’ perspective. With
gentrification the two sub-corpora differ less. Gentrification occurs
sporadically in the MQN, while its more numerous occurrences in the AN are
unevenly concentrated in one text. The MQN texts echo early news
representations of the phenomenon, which framed it as a phenomenon of a
primarily cultural import. AN refer to economic (not cultural) explanations of
the phenomenon and focus on its duality, i.e. its being both positive for
certain social groups and traumatic for others, particularly non affluent
urban communities. However, although their representations critically discuss
relevant aspects of how gentrification takes place, they do not reject its
understanding as ineluctable outright. The study concludes that the overall
discursive construction of urban planning and development in both news outlets
points to the mitigation of the competing claims and controversies that
separate the various groups of stakeholders which participate in the processes
of planning and development with their different roles and capacities.

Die Arbeit konzentriert sich auf den Pressediskurs der Stadtplanung und
Stadtentwicklung. Der Arbeit liegt theoretisch und methodisch der Kritischen
Diskursanalyse zugrunde. Die empirische Untersuchungsbasis bildet ein Korpus
von 100 Texte aus Tageszeitungen od. „mainstream quality dailies“ (MQN) und
wöchentlich erscheinende alternative Nachrichtenmagazine od. „alternative
newsweeklies“ (AN), der mit der Unterstützung einer Text-Analyse Software
untersucht wird. Stichwörter wie "development" und die damit verbundene
"redevelopment", "planning", "city" und "gentrification" bilden die Grundlage
der Analyse. Die MQN und AN liefern sowohl vergleichbare wie auch abweichende
Ergebnisse. Die MQN zeigen ein „promotional intent“ in ihren Texten und neigen
dazu, eine Art der Darstellungen der Planungs- und Entwicklungsprojekte zu
produzieren, die unfokussiert ist, insofern ihre kontroversen Aspekte, z.B.
ihre Auswirkungen auf die soziale Ebene, betroffen sind. Die Darstellungen
stützen sich auf die Wettbewerbsrhetorik (entstanden aus der
Globalisierungsrhetorik), die Themen wie Innovationbereitschaft, Markt- und
Ökonomie-Druck anwendet. Wirtschaftliche Argumente werden im Diskurs als nicht
hinterfragbar und als schicksalhafte Notwendigkeit dargestellt. Die AN sind
gegenüber den Planungs- und Entwicklungsprojekten eher kritisch eingestellt.
Stichwoerter wie “development” und “growth” zeigen höhere Frequenzangaben als
“redevelopment” in den MQN. Die Darstellungen von "redevelopment" in den AN
(wo sie ++) weisen auf einen anderen Standpunkt im Vergleich zu den MQN hin.
Die Analyse zeigt, wie „redevelopment“ (häufiger in AN) meistens als Ursache
ungünstiger Veränderungen für die betroffenen communities diskutiert wird, und
unterstützt so eine Auseinandersetzung mit der unterschiedlichen Konnotation
von "development" und "redevelopment", wobei die letztere, da direkter
kontextualisiert, die diskursive Konstruktion der städtischen Prozesse als
grundsätzlich positive ausschließt. Eine größere Abweichung zwischen den MQN
und AN hat sich aus der Analyse der diskursiven Konstruktionen von "city"
ergeben. Die Darstellungen der MQN widerspiegeln die Kommodifikation der
Stadt, d.h. eine Konzeption der Städte als „Ware“, als programmatische
Grundlage für Planung und Entwicklungstrends. Im Gegensatz dazu darstellen die
AN die Verwirklichungen der Metapher "die Stadt ist ein Feind", welche eine
skeptische und antagonistische Wahrnehmung der Stadtverwaltung und ihrer
Planungsabteilungen aus der Perspektive der Bewohner zum Ausdruck bringt. Die
Analyse der Darstellung der Gentrifizierung hat eine weniger ausgeprägte
Divergenz zwischen den beiden Sub-Korpora gezeigt, obwohl mehrere prägende
Elemente der jeweiligen Darstellungen sich auf unterschiedlichen soziale
Werten stützen. "Gentrification" tritt sporadisch in den MQN auf, während die
meisten Okkurrenzen in den AN in einem Text gesammelt sind. Die Erläuterungen
in den MQN fassen das Phänomen als hauptsächlich kulturell auf; die
Kommodifikation der Stadt und bestimmte Ansichten wohlhabender „urban
lifestyles“ sind in den Darstellungen integriert und tragen zu einem
rationalisierten Begreifen des Phänomens bei. Die Beschreibungen der AN
unterstreichen die Dualität der Gentrifizierung, d.h. ihre sowohl positiven
Effekte für bestimmte soziale Gruppen als auch ihre traumatischen Auswirkungen
für andere. Sie beziehen sich auf wirtschaftliche Faktoren (statt kulturelle)
um das Phänomen zu erklären. Doch obwohl die Darstellungen relevante Aspekte
der Gentrifizierung kritisch diskutieren, lehnen sie nicht einstimmig ihre
Auffassung als unvermeidlich ab. Auf der Grundlage dieser Analyse beschließt
die Arbeit dass die diskursive Konstruktion der Pressediskurs der Stadtplanung
und -entwicklung die Abschwächung der Kontroversen und konkurrierende
Ansprüche der verschiedenen Stakeholder-Gruppen widerspiegelt.
