Als "Mismatch-Problematik" wird die mangelnde Passgenauigkeit zwischen Angebot und Nachfrage auf dem Arbeitsmarkt bezeichnet. Diese zu lindern, und damit Arbeitslosigkeit auf Seiten der Arbeitsuchenden sowie Wertschöpfungsverlust auf Seiten der Arbeitgeber zu verringern, ist Ziel staatlicher Arbeitsmarktpolitik. Auch die verfasste Dissertation will einen Beitrag zur Linderung der "Mismatch-Problematik" leisten. Dieser will sich jedoch nicht an die herkömmlichen Ansätze von personenbezogener Qualifizierung und Entwicklung, damit Arbeitsuchende die Anforderungskriterien offener Stellen erfüllen können, anschließen. Fokussiert wird stattdessen auf eine arbeitgeberbezogene Perspektive, die sich in der folgenden Fragestellung ausdrückt: "Welche konkreten Informationen haben Arbeitgeber zu kommunizieren, damit im Rahmen außerbetrieblicher Stellenausschreibungen eine erfolgreiche Ansprache von geeigneten Arbeitsuchenden erfolgen kann?". Mehrere politikwissenschaftliche Bereiche erfahren in diesem Zuge eine inhaltliche Anknüpfung: Zum einen der Bereich der Arbeitsmarktpolitik. So ist es erklärtes Ziel der Dissertation, aus der Entwicklung und der empirischen Überprüfung eines Modells ein Instrument mit dem Titel "Praxisrelevante Inhalte außerbetrieblicher Stellenausschreibungen" zu präsentieren, welches von seiner inhaltlichen und strukturellen Ganzheitlichkeit die zukünftigen Erfordernisse einer durch Personalengpässe geprägten Personalrekrutierung in Deutschland berücksichtigt. Setzen staatliche oder private Institutionen der Arbeitsvermittlung oder stellenbesetzende Wirtschaftsunternehmen dieses Instrument ein, soll die aktive Arbeitsmarktpolitik unterstützt werden, dadurch dass mit Hilfe optimierter Matching-Prozesse eine Steigerung der Vermittlungsquote angestrebt wird. Zum anderen die Bereiche der Bildungs-, Berufs- und Nachhaltigkeitspolitik. So führt die Anfertigung eines diesbezüglichen Instruments zu der Erfordernis, Inhalte über moderne kompetenzbezogene Anforderungen zu erarbeiten. Drei Diskussionsfelder werden hierfür aufgegriffen: erstens in Form einer bildungspolitischen Kompetenzdiskussion um die Thematiken "Internationale Schulleistungsuntersuchungen", "nationale Bildungsstandards", "Bildungsmonitoring" und "Basiskonzepte". Zweitens in Form einer beruflichen Handlungskompetenzdiskussion um vergangene Kompetenzentwicklungen sowie aktuell und zukünftig erforderliche Teilkompetenzen und Kompetenzklassen beruflichen Handelns. Und schließlich drittens in Form einer nachhaltigkeitsbezogenen Kompetenzdiskussion mit Blick auf die Themenstellungen "Bildung für nachhaltige Entwicklung (BNE)", "Gestaltungskompetenz" sowie "Kompetenzen für nachhaltiges Wirtschaften von Individuen im betrieblichen Umfeld". Die abschließende inhaltliche Bündelung dieser Diskussionen macht es möglich, ein Konstrukt mit der Bezeichnung "Nachhaltige berufliche Handlungskompetenz" zu entwerfen, dessen Inhalte sich vollständig im Modell wie auch teilweise im präsentierten Instrument wiederfinden.
"Mismatch" can be defined as the lacking fit between supply and demand on the labor market. The shared aim of state employment policy is to ease this circumstance and thus to reduce unemployment on part of the jobseekers as well as value added loss on the part of the employers. Also the dissertation wants to contribute a relief to the "Mismatch problem", however, not by following the conventional approaches of person-related training and development, so that jobseekers can satisfy the request criteria of vacancies. The focus lies instead on an employer-related perspective, which is expressed in the following question: "What specific information do employers have to communicate, so that through the medium of external job advertisements suitable jobseekers can be addressed successfully?". The thesis links several political science areas: On the one, the range of labor market politics. Therefore an instrument is presented with the title "Practice oriented contents of external job advertisements" – through the development and empirical testing of a structural and content wholeness model, that takes into account the future staff shortages in the German labor market. If national or private employment agencies as well as free business enterprises use this instrument as a recruitment tool, active labor marked policy can be pursued, as optimized matching processes help to increase the mediation rate. On the other, the discussion of educational politics, occupational politics and sustainable politics with reference to modern competence-related needs of individuals at the workplace. Three areas are taken up for this: first of all in form of an educational competence discussion about the topics "International student assessment", "National educational standards", "Educational monitoring" and "Subject related knowledge concepts (Basiskonzepte)". Secondly in form of an occupational competence discussion about competence developments in the past as well as current and future required competences of employees. And finally thirdly in form of a sustainability-related competence discussion with regard to the topics of "Education for sustainable development (ESD)", "The concept of Gestaltungskompetenz as the ability of pupils to shape a sustainable future" and "Individual competences of sustainable management". The final bundling of these discussions led to the design of a construct with the title "Sustainable and established employability skills" whose contents contribute to the model as to the practically oriented instrument.
