Die Fachdidaktiken wurden aufgefordert Kompetenzmodelle zu entwickeln, welche standardisierte Kompetenzniveaus überprüfen können. Im Bereich der politischen Bildung wurde im Jahr 2010 ein diesbezügliches Kompetenzmodell mit Basis- und Fachkonzepten veröffentlicht. Methode: Anhand einer Interventionsstudie wurden im Jahr 2011 Wirkungsaspekte des vorliegenden Modells überprüft. Hierbei wurden Arbeitsaufträge zu den Basis- und Fachkonzepten als Intervention in eine Unterrichtssequenz integriert. Die Studie wurde in fünf Untersuchungsgruppen (Zwei Interventionsklassen, zwei Kontrollklassen und eine Außenklasse) durchgeführt. Im Pre- und Posttestdesign wurden Daten anhand eines Fragebogens erhoben. Ergänzend wurden vor und nach der Unterrichtssequenz Gruppeninterviews durchgeführt. Nach drei Monaten wurde ein Abschlusstest durchgeführt. Ergebnisse: Bei der ersten Hypothese (Ordnungs- und Strukturierungsfunktion) zeigen sich sehr starke und hochsignifikante Effekte in der Interventionsklasse 2: Pre-Postteststeigerung von 28,93 Prozentpunkten (95%-CI: 14,67 – 43,20; SD: 30,49), Steigerung aller Untersuchungsgruppen im Mittel von 16,72 Prozentpunkten (95%-CI: 11,24 – 22,21; SD: 23,68). Beide Interventionsklassen betonen in den Interviews eindeutig die positiven Effekte der Intervention. Die Interviews stellen plausible Deutungsmuster der quantifizierbaren Daten dar. Aus den Leitfragen zur ersten Hypothese ergaben sich die meisten Nebenbefunde, hierbei wurde vornehmlich die mangelnde Aktualität des regulären Unterrichts problematisiert. Nur die Interventionsklasse 1 hob die politische Bildungsfunktion des regulären Unterrichts hervor, welcher sich in dem höchsten Pretestwert aller Klassen widerspiegelt (Skala Lerneffekt, reliability coefficients alpha 0,9031). Die zweite Hypothese (Lernzuwachs von konstituierenden Fachbegriffen) und die dritte Hypothese (Anwendung) können nicht bestätigt werden, da entweder keine relevanten Effekte oder keine statistisch relevanten Daten vorliegen. Schlussfolgerungen Didaktische Modelle, welche politische Handlungsfelder in ihrer Komplexität transparent darstellen können, scheinen für Schüler/-innen von großer Bedeutung zu sein. Schüler/-innen scheinen in der politischen Bildung eine systematische Strukturierungshilfe zu benötigen, so dass politische Verflechtungen erkannt und analysiert werden können. Drei von vier Untersuchungsgruppen problematisierten die mangelnde Aktualität und die mangelnde politische Aufklärung im regulären Unterricht, so dass weitere Studien die Reichweite und Ausprägung fachdidaktischer Unterrichtsmerkmale in der Unterrichtswirklichkeit überprüfen könnten.","Background: The education policy debate has been characterized by the competency-based testing of educational standards since the Klieme expertise (2003). The subject didactics were encouraged to develop competence models, which can verify standardized competency levels. In the field of political education a competency model with subject-related concepts was published in 2010. Methods: Based on a 2011 study, intervention effect aspects of this model were tested. Work orders, which are based on the concepts, have been integrated as a treatment in a teaching sequence. The study was conducted in five study groups (two intervention classes, two control classes and one outside class). In pretest-posttest design data were collected and tested using a questionnaire. Group interviews were additionally carried out before and after the lessons. After three months, a final test was conducted. Results: In the first hypothesis (regulatory and structuring function) very strong and highly significant effects were detected in the second intervention class (IK2): Pretest-posttest increase of 28.93 percent points (95%-CI: 14.67 – 43.20; SD: 30.49), average increase taking all investigation groups into account of 16.72 percent points (95%-CI: 11.24 – 22.21; SD: 23.68). Both intervention classes emphasized in the interviews clearly the positive effects of the intervention. Based on the interview results, the quantifiable data can be interpreted very well. The most non-specific results have developed from the key questions to the first hypothesis. Three out of four study groups criticized the regular civics lessons. The lack of contemporary politics is the most pronounced problem. Only the first intervention class (IK1) highlighted the political education function of regular civics lessons. This is reflected in the highest pretest-value of all study groups again (scale learning effect, reliability coefficients alpha 0.9031). The second hypothesis (learning progress of constituent technical terms) and the third hypothesis (application) can not be confirmed. There are no relevant effects or no statistically relevant data. Conclusion: Didactic models that can transparently illustrate the complexity of politics appear to be very important for students. Students seem to need a systematic structuring aid in political education, so that policy interactions can be detected and analyzed. In three out of four study groups, the lack of contemporary relevance and the lack of political education in the regular civics lessons were strongly criticized.
