Ziel dieser politikwissenschaftlichen Dissertation ist es, eine solche Fallanalyse am Beispiel des Emissionshandels vorzulegen. Die Arbeit untersucht lobbyistische Strukturen und Arbeitsweisen von energiepolitischen Akteuren in Deutschland im Zuge der Einführung des Handels mit Emissionszertifikaten von Ende der 1990er-Jahre bis 2007. Im Rahmen einer Policy-Analyse wird der Frage nach der Einflussnahme von Lobbyisten auf die Ausgestaltung des Emissionshandels nachgegangen. Die Untersuchung basiert vor allem auf der Auswertung mehrerer Hundert Aktenordner aus Bundeskanzleramt, Bundesumwelt- und Bundeswirtschaftsministerium. Erkenntnisse dazu, welche Akteure zu welchem Zeitpunkt wie und auf wen Einfluss genommen haben, vermittelt das Hauptkapitel. Das Fazit umfasst vor allem generalisierende Schlussfolgerungen zum energiepolitischen Lobbyismus. Zudem werden Auswirkungen auf das politische System der Bundesrepublik Deutschland diskutiert.","In Germany, lobbying, including that related to energy policy, is a socially controversial form of the political representation of interests. However, scientific analyses of individual political processes based on comprehensive primary literature from the parties concerned are rare. The objective of this political scientific dissertation is to present such a case analysis based on the example of the emissions trading scheme. The study examines the lobby-related structures and working methods of parties in Germany involved in energy policy in the course of the introduction of the trade in emissions certificates from the end of the 1990s to 2007. Within the context of a policy analysis, the influence of lobbyists on the design of the emissions trading scheme is questioned. The study is based primarily on the evaluation of several hundred files from the Federal Chancellor, the Federal Ministry for the Environment and the Federal Ministry for the Economy Affairs. The main chapter offers insights into which parties had an impact and at what point in time they had this; and into how they had this influence and on whom they had it. The conclusion primarily comprises generalising findings pertaining to energy policy lobbying.
