Durch den demografischen Wandel und vor allem die damit verbundene Alterung der Gesellschaft sind verschiedene Änderungen in der Umwelt von Organisationen zu erwarten, die ihre Umweltverbindungen beobachten, reflektieren und ggf. anpassen müssen – eine Aufgabe, die vor allem durch Public Relations als Schnittstelle zur Organisationsumwelt wahrgenommen wird und durch externe PR- Funktionsträger besonders gut erbracht werden kann. Das zentrale Forschungsinteresse der vorliegenden Arbeit liegt daher in der Analyse von Strukturen, Beratungsrollen, Rollenverständnis, Projektbeteiligung und Expertise von PR-Agenturen als bedeutendste externe PR-Funktionsträger im Rahmen der demografischen Alterung. Die Untersuchung lässt dabei auch Rückschlüsse auf die Funktion von PR-Beratung sowohl auf organisationaler als auch gesellschaftlicher Ebene zu: Wenn PR-Agenturen ihre Kunden aktiv zu Wandlungsprozessen ansprechen und beraten, kann ihnen auch eine Rolle in der Mitgestaltung dieser Wandlungsprozesse zugeschrieben werden, indem sie das Thema auf die Agenda der Organisationen und auf diese Weise auf die öffentliche Agenda bringen. Neben dem wissenschaftlichen Erkenntnisgewinn strebt die Arbeit darüber hinaus einen Erkenntnisgewinn für die Praxis an. Dieser bezieht sich schwerpunktmäßig auf im Rahmen der demografischen Alterung bedeutende Themen, betroffene Branchen und die Merkmale einer Öffentlichkeitsarbeit für die wachsende Gruppe älterer Menschen. Den zentralen theoretischen Ausgangspunkt der empirischen Untersuchung bildet der Ansatz der idealtypischen Rollendimensionen der PR-Beratung von Ulrike Röttger und Sarah Zielmann im Rahmen der systemischen Beratungstheorie. Danach werden Klientenorganisationen als autopoietische, d. h. selbstreferenzielle, operational geschlossene, komplexe Systeme verstanden. Eine gezielte Veränderung dieser Systeme ist nicht möglich, da das zu verändernde System nicht vom Intervenierenden, sondern nur durch sich selbst verändert werden kann. Der Berater muss daher durch seine Intervention beim zu beratenden System eine Selbstveränderung anstoßen. Für die vorliegende Untersuchung ist insbesondere die Erstintervention von Interesse: Untersucht wird, ob PR- Agenturen ihre Kunden auf das Thema demografischer Wandel ansprechen und durch ihre beraterische Intervention eine Veränderung bisheriger Kommunikationsthemen und -formen anstoßen. Die Ergebnisse der empirischen Untersuchung zeigen eine starke Beobachtungsfunktion der PR-Agenturen sowie die Übernahme einer Initiatorrolle für das Thema: Mehr als die Hälfte der Agenturen hat ihre Kunden bereits darauf angesprochen. Diese Initiatorrolle kommt jedoch insbesondere einer kleinen Gruppe an Agenturen zu, die sich auf das Thema spezialisiert hat, beispielsweise durch einzelne Berater oder auch ganze Abteilungen. Sie sind tendenziell im Anschluss an die Kundenansprache auch häufiger beratend oder operativ tätig als nicht-spezialisierte Agenturen. Darüber hinaus bleibt das Ergebnis hinter dem Anspruch der meisten Agenturen zurück, die eine Proaktivität deutlich überwiegend als Aufgabe einer PR- Agentur einschätzen und ist damit als ausbaufähig anzusehen. Das Rollenselbstverständnis der Agenturen umfasst sowohl die Initiator-, als auch die Berater- und Umsetzerrolle. Die Aktivitäten der Agenturen spiegeln dieses Rollenbild, allerdings dominiert innerhalb der Beratung die Expertenberatung. Auffällig ist auch ein hoher Umsetzungsanteil der Agenturen, insbesondere, wenn die Initiative zur Beratung vom Kunden ausgeht. Darüber hinaus schreiben sich die Agenturen selbst sowohl eine gesellschaftliche als auch eine organisationale Funktion zu, wobei die organisationale Funktion deutlich im Vordergrund steht: Als Dienstleister ihrer Kunden sehen es die Agenturen als ihre Aufgabe an, sich aufgrund der Themen- und Kundenstruktur mit Aktivitäten mit Bezug zur demografischen Alterung zu beschäftigen. Zu den gesellschaftlich getriebenen Aspekten zählt der Wunsch, das Ansehen älterer Menschen in der Gesellschaft zu verändern, oder das Ziel, Veränderungen in diesem Bereich innerhalb von Unternehmen mitzugestalten.","The thesis analyzes the role of public relations consulting in the context of demographic change which is seen as one of the most important social changes at present. Because of the demographic change and in this context especially demographic ageing, changes for organizations will occur. Organizations therefore have to monitor their environment, reflect and potentially adapt to these changes. This challenge is mostly taken by public relations. As public relations agencies act as external advisors it is assumed that they have excellent conditions to provide advisory services. The main interest of the thesis therefore is to analyze the structure, roles, role-understanding, project involvement and expertise of public relations agencies in the context of demographic ageing. By doing so, the thesis also describes the function of public relations consulting in organizations as well as in society: By proactively advising their clients and thus putting the topic on the agenda for private organizations and society in general, public relations agencies have the potential to actively shape this important change in society. In addition to the findings in an academic context the thesis aims to gain knowledge with special interest for practitioners which mainly refer to the topics and sectors which are important in demographic ageing, as well as the specific characteristics of public relations for the growing number of senior people. The central theoretical basis for the analysis of the thesis is the role-dimensions approach of public relations consulting by Ulrike Röttger and Sarah Zielmann in the context of the systemic consulting theory. Client organizations are seen as autopoietic; that is operationally closed complex systems which make their structures from themselves. Purposeful change of these systems is impossible as complex systems can only be changed by themselves. Therefore, the agency has to start the client’s self- transformation. The interest of the thesis is especially related to the first intervention of the agency: It analyzes if public relations agencies are giving advice to their clients in the context of demographic ageing and by doing so initiating a change in the communication of topics. Findings show that most public relations agencies are identifying the topic and proactively advising their clients. This function is performed especially by a small group of public relations agencies characterized as initiators, which are specialized on the topic. These agencies are also more involved in advisory and implementation projects after initiating the topic, rather than agencies that are not specialized. Additionally, more agencies see a proactive advice as important role of a pr agency than really performing this way. Proactivity therefore can be estimated as developable. Public relations agencies see themselves as initiators as well as advisors and implementers – a result, which is approved by their activities. It has to be noted, however, that they act more as expert-advisors than as process-advisors and that their part as implementers is striking – especially as a result of client initiatives. Public relations agencies see themselves as having an organizational as well as a social role, but the organizational role is the crucial factor: As service providers they engage in the topic because of a changing topic- and client-structure of their clients.
