Kritiker meinen jedoch, die ""blaue Revolution"" würde die Fehler der ""grünen Revolution"" wiederholen: reiche Farmer begünstigen, Arbeitsplätze vernichten, Einkommensunterschiede vergrößern und durch einen höheren Ressourcenverbrauch und Einsatz von Zusatzstoffen die Umwelt zerstören. In diesem Spannungsfeld von hochfliegenden Hoffnungen und massiver Kritik steht die Entwicklung des Aquakultursektors seit den 70er Jahren. Entwicklungspolitische Akteure haben sich an der Entwicklung des Aquakultursektors vor allem in Asien intensiv beteiligt. Insgesamt sind weltweit vielfältige Formen der Aquakultur entstanden, die auch für verschiedene, teilweise gegensätzlich Entwicklungsziele stehen. Indien spielt in der internationalen Debatte um Aquakultur eine prominente Rolle. Im Zuge der Neuen Wirtschaftspolitik, die auf Liberalisierung und Weltmarktintegration baut, verdreifachte sich in Indien die Fläche, die für Exportaquakultur genutzt wurde. Gleichzeitig hat Aquakultur in Indien eine lange Tradition. Diese parallele Entwicklung der ländlichen und industriellen Aquakultur macht das indische Beispiel besonders interessant. Hinzu kommen die große innenpolitischen Dynamik der Diskussion um die Aquakulturentwicklung und das hohe Potenzial für Aquakulturentwicklung. Die Arbeit erfasst und bewertet die ökonomischen, sozialen, ökologischen und gesellschaftspolitischen Wirkungen des Aquakultursektors in Indien. Eine Zusammenführung der unterschiedlichen theoretischen Konzepte, Diskussionsstränge und Ergebnisse der Evaluationsforschung bildet das Fundament, um für die Untersuchung relevante Methoden, Wirkungsebenen und Indikatoren zu identifizieren. Im Zentrum der Analyse steht die Differenzierung spezifischer Wirkungen von Aquakultur in Indien, dabei werden nicht nur die geplanten und positiven, sondern ebenfalls die ungeplanten und negativen Wirkungen der Aquakultur akteursübergreifend und mehrdimensional erfasst. Gleichzeitig werden die relevanten Interdependenzen mit anderen ökonomischen und sozialen Bereichen herausgearbeitet. Daraus werden sowohl Schlüsse für die entwicklungspolitische Relevanz von Aquakulturen als auch die Perspektive sowie notwendige Veränderungsprozesse der Sektorpolitik gezogen.","""Blue revolution"" - this expression stands for the hope to produce a vast amount of fish to enhance food security. Many countries still suffer malnutrition and the easy production of food could additionally create important income opportunities. But critics claim, the ""blue revolution"" just repeats the mistakes of the ""green revolution"": it favours wealthy farmers, destroys employment opportunities and creates severe environmental damage. The aquaculture sector developed rapidly in this span between high hopes and fundamental critics since the 70s. International development organizations promoted and financed aquaculture development mainly in Asia. By now different types of aquaculture exist and represent also different and - partly - opposite development goals. India plays a prominent role in the international debate on aquaculture. India's ""new economic policy"" in the 90s favoured economic liberalisation and integration into the world market. Along this policy the area for export aquaculture tripled in India. But aquaculture has also a long tradition in India. Rural and industrial aquaculture coexist in India and the country has a huge potential for future development. But modern aquaculture creates a lot of resistance in coastal communities that makes aquaculture in India to a highly political issue. The study analyses the impacts of the Indian aquaculture sector on the economy, the environment and the society. Different theoretical concepts exist to cover impacts. The debate of evaluation theory constitutes the basis for the impact analysis of Indian aquaculture. The positive and planned impacts of rural and industrial aquaculture are analysed as well as the negative and unintended effects. The examination of different dimensions and social and economic interdependences reveals the fundamental difficulties for sustainable aquaculture in India.
